The staff government has nationalised private woods and the empty earths of English tea plantations. It has distributed among landless almost 130 thousand hectares of the empty state earths. For each step which infringed on interests of large land owners and other exploiter elements, caused from their party persistent resistance - sabotage, diversions, speculative political campaigns.

To Take at least performance of the law on landed property limits. Under this law it was necessary to withdraw from large land owners approximately 40 thousand hectares of the earth. It was possible to select and distribute in the beginning only 4 thousand hectares. The reason? Land owners sabotaged law performance - arranged fictitious sections of the earth between relatives, resorted to other frauds. Quite often they with it were helped by local officials, belonging to the landowners' nobility. To break resistance of land owners, the government has achieved acceptance of addition to the law on an agrarian reform. Under the new law on places committees on carrying out of reform from representatives of the authorities and political parties have been created. And concerning the land owners interfering carrying out of reform, the law provided the most strict measures, up to arrest.
